How to transfer Google Photos from 1 Account to another

On the account you want to transfer photos from, turn on 'Partner Sharing' and share that account with the account you want to transfer to.
On the new account, click sharing, and then click the Shared Photos.
Click the 'save' button on the top left to bring up the savings settings and make sure all photos are set to 'automatically save'.
